Add VoiceContext with API integration and TTS
- Create VoiceContext.tsx with sendTranscript() for WellNuo API calls
- Integrate expo-speech TTS for response playback
- Add VoiceProvider to app layout
- Flow: transcript → normalize → API → response → TTS → continue listening
