After Telnyx ticket ID #2178117 resolved:

  1. Implemented and tested in well-svc-alerts/wh1998v2.py
  2. Ported code to well-api/well-api.py in handle_telnyx_webhook3() but can not test until #11 is resolved (inability to set webhook to production)
